According to Ohio law, the County Auditor should reappraise the fair market values of all properties every six years and make a triennial update every three years. There are normally six steps of the valuation process as follows.

Collection: Over a period of around two years, the employees of state-registered assessment agencies physically inspect every parcel of property in the county to update property characteristics.

Analysis: In order to determine the estimated fair market value of properties fairly and uniformly, the County Auditor first draws the neighborhood borders. Within these boundaries, the historical trends and actual sales of the properties over the previous three years are analyzed.

Setting: The County Auditor takes the estimated fair market value as the benchmark when he values the properties. The fair market value is the sales price of a property that is made by a willing buyer and a willing seller in an open market.

Feedback: When the property valuation is completed, the notices are sent to the property owners and the records are open to the public. If the owners disagree with the appraised value, they have the right to discuss it with the county representative.

Review: The property valuations are then sent to the state for review and validation. If the state believes the valuations are improper, they can require the county to modify the valuations.

Finalization: The County Auditor announces the completion of property valuations and makes the records open for public inspection.
