Nancy Milliken is the Auditor of Columbiana County. He has the responsibility of accounting for millions of taxes each year, calculating how much the taxes go to each taxing district, and issuing warrants (checks) to cover all county debts, including tax payments to townships, villages, cities, and county agencies such as school districts and library systems. In addition, the Auditor appraises every parcel of real property and administers the tax exemptions within the county.
How to Appraise the Properties?
The Columbiana County Auditor is required by the law to appraise the market value of all properties within Columbiana County every six years, which is called the process of reappraisal. The reappraisal usually starts one or two years before the values are established. Besides, three years after the reappraisal, the Auditor makes an equalization update to the property values based on the review of the economic factors and sales of similar properties in the neighborhood.
