About the Real Property Appraisal
In order to determine the property values for tax purposes, the State requires the Wayne County Auditor to conduct a general county-wide reappraisal of all real estate properties with Wayne County every six years. The County Auditor uses a standard method to create a reasonable assessment of the selling price of properties on the open market. In addition to comparable sales, there are various factors that may affect the property’s market value, including interest rates, the price of purchasing land, the cost of building and materials, etc. Three years after the reappraisal, the State provides percentage updates for property values according to the current sales amounts in the county.
Three methods are normally used in real property appraisal. The first is the Cost Method, which analyzes the cost of reproducing or replacing the building and improvements. The land value and depreciation over time should also be considered. The second is the Income Method, which is usually applied to the properties for commercial and industrial use. The income durability, the changing economic environment, and the potential return are key factors in this method. The third is the Market Method, which appraises the properties based on the sales price of similar properties in the area. The location, age, design, quality, condition, desirability, and usefulness of the properties should be carefully compared.
